A prepotent response to a small stressful stimulus by an animal can be very dangerous. For example, a startled or frightened cat may attack the first living creature it sees. A dog restrained behind a dog fence at the rear of a yard may be able to detect an approaching thief. However, if the dog is distracted by a stranger, the dog’s threat response can come out with unexpected violence. Similarly, a restraint, such as a restraining belt about the waist of a child, may restrict movement needed to defend against a physical attack.
It is therefore desirable to develop an effective restraining system, such as a restraining belt about the waist of a child, which can be released to permit the child to move freely and safely in an emergency. It is also desirable to develop a restraining system which can be released in a controlled and guarded manner. Preferably, such a restraining system must not alert anyone in the vicinity that an emergency situation exists.
A number of previously proposed restraint systems are disclosed in U.S. Pat. Nos. 4,470,846; 4,487,660; 4,493,661; 4,704,807; 4,845,891; 4,905,572; 4,955,554; 5,251,145; 5,303,354; and 5,865,157; and PCT Publication No. WO 92/15154. While each of these patents discloses a restraint system, none of them provides a restraint system with a signal emitter that permits remote communication of an emergency condition. Furthermore, many of these patents are directed to types of signal generating devices which are not suitable for use with a restraint system. For example, some signal generating devices, such as a shock producing device, can be dangerous if properly activated. Others, such as a smoke-producing device, can trigger an actual emergency situation. Still others, such as a signal-alarming device, cannot be used safely by a child. In addition, many of these patents provide only a “pull string” restraint release, which is a potential danger because it is possible for a small child to sever the string accidentally and as a result, release the restraint.
It is also important to have a restraint system that can warn and alert people only in the immediate area of a child who is engaging in an unsafe activity. Presently available restraint systems require either a specially equipped restraint receptacle or an additional electronic transceiver to be installed at the restraining point. For example, a child
